A Possible Solution for drunk driving?

Peter Payne in his newsletter mentions that the
Japanese have a practice for dealing with drunk drivers.

A cab with two drivers comes to take care of the person
who has had to drink too much (e.g. bar, pub, party). One
driver drives the drunk person home and the other cab driver
drives the car of the drunk person to his home.

Perhaps such a policy could be intstituted in the United States.
Granted cost could be a barrier to the drunk person taking a
cab home. To pay for such a cost, perhaps a "drunk driving" tax
could be added to the sale of alcoholic beverages. That tax
could be used to pay the cab fare of the drunk person.
