My apologies. In BUSO RENKIN Tokiko's condemnation of Kosshau is
because Koshaku sacrificed the lives of others for his own. Koshaku's
transformation goes wrong and his body is flawed. Tokiko says that
Koshaku will suffer through eternity and that he deserves it because
he sacrificed countless lives for his own.
