Mickey Kaus picks up this bit from WaPo on the fights over who should supervise clean-up in NO:
The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night ....
Drawing on this, Kaus asks:
Wouldn't it be better to have a system with one chain of command? Or is it desirable to have officials working through the night, not to provide help but to defend their turf?
He's right, but who should head that unified chain of command?

Every paper I pick up talks about what a hash of things the Bush administration has made. The answer is clear. The federal government should butt out and let Louisiana get back to the fabulous efforts underway when Blanco was in charge and Bush and co. weren't yet on scene!

Er, that is what we're talking about, right?

After all, if the federal government can't get troops and supplies to NO faster than LA can rev up their own buses, what's the point in fussing with it?
